This dual role makes it the strategic backbone of the pipeline. At Step 3, it evaluates feasibility, risk, and resource requirements for each route. At Step 10, it orders all generated prompts into an optimal execution sequence that respects dependencies and maximizes parallel execution.
This agent operates at Steps 3 & 10 in the 11-step production pipeline.
