The Skill Runner is the universal executor — it can run any skill from the vault on demand. When the pipeline reaches Step 11 (Execute), the Skill Runner receives the sequenced PROMPT_EXECUTION_PLAN and systematically executes each prompt using the appropriate skill. It maintains an EXECUTION_MANIFEST.md that tracks what was executed, the results, quality scores, and any issues encountered. The Skill Runner is designed to be extensible — as new skills are added to the vault by the Skill Foundry, the Skill Runner can immediately use them.
This agent operates at Step 11 in the 11-step production pipeline.
